MEPS aims to provide a platform for sharing information based on the principles of freedom, participation, and community spirit.
By facilitating active participation, MEPS allows members to share essential and relevant information, making the platform accessible and easy to use.
These posting guidelines (referred to as "Guidelines") are established to ensure a safe and user-friendly information-sharing environment for users and members when posting text or images on the official MEPS website (www.meps.kr), provided by Redblock (hereinafter referred to as "Company").
The goal is not to restrict user expression or limit the use of services but to create a positive environment for all users.
Members are encouraged to actively cooperate in adhering to these guidelines to maintain a positive and open platform for everyone. Thank you for your participation and support.
1. Management of Inappropriate Posts

· Eligibility to Post:
Any member registered with MEPS can freely create or view posts.
While users are free to post, they are responsible for any issues arising from their posts, as per MEPS terms of service or applicable laws.
The company reserves the right to impose necessary penalties on users who violate these responsibilities. -
· Scope of Services and Posts:
These guidelines apply to services where users can create posts, comments, or replies.
Posts regulated under these guidelines include not only the main posts but also any associated comments or replies. -
· Management of Posts
The company reserves the right to delete any post that violates MEPS terms of service, applicable laws, or these guidelines without prior or subsequent notice to the poster.
When deemed necessary, the company may determine posting or storage periods for content in accordance with service terms, relevant laws, or these guidelines without notifying the poster.
If a user is designated as a "restricted member" due to posting inappropriate content, the company may limit their service usage following appropriate procedures.
In cases where a member voluntarily withdraws, is forcibly withdrawn due to valid reasons,
or is labeled as a "restricted member," the company may delete their posts or impose restrictions on their activities. -
· Problem Resolution Principles
If a post causes harm to MEPS or its forums, or violates relevant laws, the company may report the poster to judicial authorities or file for damages.
Any civil or criminal issues arising between members during the use of this service related to posts are to be resolved between the involved parties.
The company is not obligated to mediate or intervene.
Other unresolved matters will be governed by MEPS terms of service, relevant laws, and forum regulations. -
· Copyright and Usage Conditions for Posts

Scope of Application: All creative works excluding software programs (e.g., posts and comments).

Copyright Ownership: Belongs to the creator of the post or comment.

License: Subject to the Common Creative License (CCL).

Posts within the service are subject to CCL, unless otherwise specified by the author.
By default, two conditions apply:
Attribution (CC-BY): The original author must be credited.
ShareAlike (CC-SA): Derivative works must be shared under identical terms.
If the author specifies a Non-Commercial Use (CC-NC) condition, commercial use of the content is restricted.
Authors retain the right to allow adaptation, transmission, and redistribution of their works as long as CCL conditions are respected. -
Posts are created to promote intellectual sharing among members. The company does not guarantee the accuracy of the information shared in posts.

Copyright for posts resides with the authors, and their views may not reflect the company's stance.

The company is not liable for civil or criminal penalties if a post violates the copyright of another individual or entity.
If such violations lead to third-party claims or lawsuits, the member who created the post must bear all resulting damages.

Default Conditions of CCL License Applied to Posts
The author retains the right of attribution, which includes the right to have their name credited on the original work, its reproductions, and any public disclosure of the work. The creation of derivative works based on the original work is permitted. However, any derivative work must be shared under the same licensing terms as the original work.

2. Standards for Regulating Inappropriate Posts

Members must not post content that violates the MEPS Terms of Service or applicable laws.
The company reserves the right to:
Delete such posts without prior notice.
Impose sanctions against the poster.
Report the incident to relevant authorities. -

The following examples are provided to assist members and users in understanding the guidelines.
These examples are subject to change without notice, in accordance with updates to relevant laws or the MEPS Terms of Service.-
Spam and Mischievous Posts

· Content that is inappropriate for the nature or purpose of the service.
· Posts that flood the platform with promotional messages or repeatedly share the same content
· Empty posts or posts with unintelligible images.
· Posts that include tags in the title or body that redirect users to unwanted external sites or contain undeletable content.

Defamation, Abusive, and Malicious Posts

· Content that infringes on an individual’s privacy or image rights.
· Posts that defame, criticize, or infringe on the rights of others or organizations.
· Content that insults others through profanity, verbal abuse, or vulgar language, damaging their reputation.
· Posts that provoke discomfort or disgust through profanity or verbal abuse.
· Content that incites disputes over religious or political matters.

Posts Violating Public Morals or Public Interest

· Content that incites or is suspected to be related to criminal activities.
· Content that graphically describes criminal acts, inducing fear or disgust.
· Posts glorifying, encouraging, or promoting criminal behavior.
· False information causing social unrest.
· Content that provokes, glorifies, or encourages acts such as sexual violence or drug use.
· Posts promoting superstitions or unscientific practices.
· Content that demeans socially marginalized groups, such as the disabled or elderly.
· Other content that contravenes public order and morals.

Commercial, Promotional, and Gambling-Related Posts
Posting commercial or promotional content outside designated areas is subject to sanctions.
Even within permitted promotional spaces, content unrelated to the service or deemed inappropriate will be sanctioned.-
· Posts that promote illegal pyramid schemes or money-making websites.
· Content involving the coercion or sale of illegal prizes or lotteries.
· Posts encouraging or promoting gambling activities through monetary transactions.
· Content that fosters a gambling mindset.
· Repeated posts promoting specific products or services, including names, descriptions, or features in titles or bodies.
· Repeated inclusion of links to specific websites, blogs, cafes, or personal pages in titles or content.
· Unsolicited messages or emails to other members for profit-driven or promotional purposes.
· Any repetitive activity deemed to prioritize promotion over the intent of sharing information, based on the frequency and nature of posts.

Malicious Code and System Disruption Posts
Actions that disrupt other users’ normal service experience or force inconvenience may result in service restrictions by the company.-
· Posting content that automatically triggers pop-ups when viewed.
· Modifying fonts, design elements, or page layouts to distort normal display upon post viewing.
· Automatically executing or distributing malicious code when a post is accessed.
· Inducing clicks to open unintended pop-ups or install malicious adware or similar programs.
· Any activity causing unintended effects on a user’s PC environment or service usage.

Posts Violating Intellectual Property Rights

· Content that reproduces copyrighted material without the copyright owner’s consent, leading to ·potential disputes.
· Unauthorized use of copyrighted works, trademarks, design rights, trade secrets, or similar protected materials belonging to others.
· Posts promoting or selling free downloads of genuine software (e.g., CDs) without proper authorization.
· Sharing serial numbers, CD keys, or directing users to warez sites.
· Including images of individuals whose usage is restricted due to rights violations (e.g., portrait rights) or posting photos taken without the individual’s consent.

Obscene, Sexual, and Violent Content (Refer to the deliberation regulations and detailed rules of the Information and Communication Ethics Committee for specifics.)

· Explicit depictions of genitals, sexual acts, or sexual crimes, or content that is vulgar or sensational.
· Content glorifying violence or graphically describing severe physical or psychological suffering to evoke disgust.
· Posts promoting or mediating obscene information or immoral establishments.
· Content that induces illegal sexual relationships or meetings for sexual purposes.
· Posts encouraging, inducing, or promoting youth prostitution.
· Depictions of children or adolescents as objects of sexual gratification or descriptions of sexual abuse or deviant sexual acts involving them.
· Content soliciting, glorifying, or encouraging profanity, violence, or murder.
· Adult-oriented content that lacks proper age verification.

· Content exceeding candidate support by inciting public opinion or engaging in unauthorized pre-· election campaigning.
· Any other content violating election-related laws.

· Content violating MEPS service terms, policies, or guidelines.
